Due to the large scope of theGarmsar Special Economic Zone plan and the variety of activities foreseen in the plan, the phased construction and operation policy has been used for the plan of the region. Therefore, the project was divided into four phases or stages of development. Based on the planning, taking into account that the main entrance of the special zone is located in the northern part and its access is possible through Tehran to Mashhad freeway, the site of two special zones was determined as the leading site in the implementation operation, and after that, sites one and Three and four were taken into action.
Currently, sites one and two are ready for the establishment of industrial service units according to the established infrastructures.
The drinking water of the administrative building of the region with a capacity of 10 liters per second is supplied from the water network of Garmsar city.
Water required by industry sector:
The total water consumption capacity of the region is 6 million cubic meters per year (200 liters per second) from the Nimroud dam in Firuzkoh city and through a 40 km long pipeline from the dam to the Garmsar treatment plant under the supervision of the regional water company of Semnan province. It is implemented, it will be provided.
Currently, in order to supply water to the region, a 15-kilometer external transmission line from the Garmsar refinery to the region, 20-kilometer internal distribution network, sediment trap, ground and air reservoirs have been built and according to the consumption in the region, the amount of 50 liters per second Water is supplied from the Garmsar treatment plant.
The electricity supply of the region is done through two 20 kV overhead lines, 5 km long, from two dedicated feeders at the location of the 63 kV substation of Garmsar Industrial Town for a capacity of 14 MW. The electricity and lighting distribution network in site 2 of the region has been completed, and the region's lighting network is also in progress in accordance with the progress of road construction in sites 1 and 2. In addition, the region has purchased a 30 MW mobile substation in order to supply electricity to the investors during the construction period. .
The creation of the necessary electricity infrastructure for a capacity of over 200 megawatts with the construction of 63 and 230 kV substations is on the agenda of the region. Also, the use of clean and renewable energy, such as the creation of solar farms, is on the agenda of the regional administration.
The supply of gas required by industries in the amount of 65,000 cubic meters per year has been provided with the cooperation of Semnan Gas Company from the 48-inch Parchin pipe. The executive operations of building a branch line from the main pipeline and building domestic gas pressure reduction stations have been fully implemented and Garmsar special economic zone is benefiting from gas. It should be noted that the gas distribution network of the region has been fully implemented based on the road network in site 2 and the implementation of the external pressure reduction station and the gas distribution network of site 1 is being planned.
The Communications of the special zone to the nationwide optical fiber network of the country has been established and the communication center of the special zone is providing service. Handover of telephone and internet services to investors is done based on the requests received, and the construction of an internal optical fiber network is on the agenda.
Due to the proximity of the region to the Tehran-Mashhad railway and the Garmsar station, permission to connect to the country's national railway through a dedicated rail antenna 3.5 km long from the location of the Garmsar station to the region has been obtained from the Islamic Republic of Iran Railway Company. .
The ceremony of starting the construction of the mentioned rail was held on 12/3/99 in the presence of the deputy minister and the chairman of the Executive Board of the Organization for the Development and Modernization of Iranian Industries and provincial officials, and it is expected to be fully operational within 18 months.
One of the advantages of the Garmsar Special Economic Zone is its proximity to the Tehran-Garmsar-Firouzkoh suburban train route, which was built right next to the Tehran-Garmsar national railway track.
This railway line, which currently takes passengers from Tehran railway station, passes through Ray, Bahram (currently inactive), Qarchak, Bagherabad, Varamin, Peshwa and finally Imamzadeh stations, and reaches Garmsar in 90 minutes.
One of the plans of the region is to use the capacity of these suburban trains for the transportation of human resources required by industrial units from Tehran and surrounding cities, by building a dedicated passenger station, and negotiations related to this action have started with the Islamic Republic of Iran Railway Company.
At present, the main roads in site number 2 of the Garmsar Special Economic Zone have been fully implemented, and the completion of the secondary roads of this site and the main roads of site 1 are also underway.
With regard to the construction of the perimeter fence of the area in an area of 460 hectares and the installation and implementation of all the necessary equipment for the implementation of the customs process, such as indoor and outdoor warehouses, unloading and loading platforms, security cameras, scales, customs building and entry and exit gates, Republic Islamic Iran’s Customs is located in the special economic zone of Garmsar and the special customs code of the region is also active in the comprehensive customs system with the number 15401.
The construction and equipping of the administrative building of the regional and customs administration and the conference hall were designed and implemented with the aim of concentrating activities and creating a place to respond to investors, which currently welcomes all investment clients to the region.
45 hectares of saplings have been planted with drip irrigation in the northern side of the region, as well as the refuge of the main roads, and the nursery of the region has also been put into operation.
